Yes, the report for each person should be separately recognizable.

You need to prepare three different reports because the reference persons are interested in different aspects of your analysis and concept. But one set of plans is sufficient since the project must serve all three reference persons equally.
Is it possible to do the reports for example in A4-format as an extra document or is it compulsory to include the reports on the A1-panels?
The reports should be represented on the A1 panels (see § 1.1.1) as well as in the spiral bound booklet in format A3 (§1.1.2) and the CD Rom (§1.1.3)
In the A3 format documentation (1.1.2) the reduced text is too small. Can I attach the reports in A4 format in the end of the documentation?
It doesn’t matter if the A3 text is too small, as the original reports are on the panels. The text for Mr. Kremser should be on a separate PDF document on the CD as well.
“Limit your report to approximately one page with a maximum of 2’000 words”; if I use an A4 format, 2’000 words need 3-4 pages?
Yes, 2’000 words don’t fit on one page A4, it should read 2’000 letters… So if you keep to one page A4, automatically you will be below the limit of 2’000 words.
